जिला पुलिस जिन मामलों को नहीं सुलझा पाती, उसकी जांच की जिम्मेदारी सीआईडी यानी अपराध अनुसंधान विभाग (सीआईडी) को सौंपी जाती है. सीआईडी में किस तरह से काम होता है, इसके बारे में भारतीय पुलिस सेवा (आईपीएस) से रिटायर होने के बाद राजनीति में कदम रखने वाले डॉ रामेश्वर उरांव ने विस्तार से बताया. उन्होंने सीआईडी की परिभाषा तय की है, जिसमें कहा, ‘सीआईडी का मतलब है फंसाओ, धंसाओ और दूध का दूध-पानी का पानी कर दो.’ यानी सीआईडी के लोग किसी को किसी मामले में फंसा सकते हैं. किसी भी मामले को ऐसे दबा सकते हैं कि वह फिर खुले ही नहीं. लेकिन, अधिकारी ईमानदारी से काम करें, तो पूरे केस को पारदर्शी तरीके से सॉल्व कर सकते हैं. यानी वह दूध का दूध और पानी का पानी कर सकते हैं. पूर्व आईपीएस अधिकारी, जो अब झारखंड सरकार में वित्त मंत्री हैं, ने इस बारे में प्रभात खबर संवाद में विस्तार से बताया. देखें वीडियो…
The responsibility of investigating the cases which the District Police is unable to solve, is handed over to the CID i.e; Crime Investigation Department (CID). Dr Rameshwar Oraon, who stepped into politics after retiring from the Indian Police Service (IPS), explained in detail how the CID works. He has fixed the definition of CID, in which he said, ‘CID means trap, dhansao and doodh ka doodh-paani ka paani kar do (Investigation on Merit)’. That is, CID people can implicate anyone in any case. Can suppress any matter in such a way that it does not open again. But, if the officers work honestly, then the whole case can be solved in a transparent manner. Means he can solve the case without any pressure and at its merit.
